The drawings that I'm using as the xref have a scale that is in meters. I wanted to verify that I did the scaling correct. I opened the file as the xref and I used 3.28084 as the scale factor.
that should have worked. to check that it scaled properly, try and check the distance of something familiar within the drawing. ie. door openings. A typical door opening would be anywhere between 2'-6" and 3'-0". Another unit of measure would be wall thicknesses. This is typically between 6" and 1'-0". You can also check the total heights of your building, typically between 10'-0" to 12'-0" per floor. This last one may change drastically depending on your structure, though.
